Organizational knowledge for AI agents is company context maintained as governed records that an agent can retrieve for an assigned task. Each useful record identifies what was observed or asserted, where it came from, who owns it, what it applies to, whether it is current or disputed, and who may use or change it.
That definition goes beyond storing documents or conversation history. A folder can preserve information while leaving basic operating questions unanswered: which source controls, what changed, who decides when sources disagree, and when should an old claim stop influencing work? AI-Native Operators and Functional Team Leads need those answers before shared context can support recurring work responsibly.
The lifecycle below is the operating model used in this guide. It is an editorial synthesis, not an industry standard or a claim about any specific product.
What makes organizational knowledge usable by an agent
A usable record combines four kinds of context:
- Content: the exact fact, instruction, decision, or inference.
- Provenance: the source, version or checksum, observation time, and actor or process that created the record.
- Relationship: a stable identifier and a typed link showing what the record describes or affects.
- Control: an owner, lifecycle status, conflict state, and read or change boundary.
These fields let a team inspect the basis for an agent's context. They also create explicit places to record uncertainty. An observed fact should not quietly become an inference, and a newer source should not silently erase the history of the claim it replaced.
The W3C PROV Data Model describes provenance in terms of the entities, activities, and people or institutions involved in producing or influencing information. The standard says provenance can support judgments about trust and the integration of information from different sources. Provenance supplies evidence for that judgment; it does not prove that the underlying claim is true.
An eight-stage lifecycle for organizational knowledge
The lifecycle turns a note into an inspectable record and keeps it governed after its first use.

This model expands the extraction, storage, retrieval, and evolution stages described by Yang et al. in the 2026 survey Graph-based Agent Memory: Taxonomy, Techniques, and Applications. The survey also describes graphs as one way to represent relational dependencies, organize hierarchical information, and support retrieval. It is a preprint survey, not a product benchmark or a universal implementation standard. This guide adds explicit ownership, conflict, retirement, and access decisions as editorial synthesis.
Worked record: a fictional ownership conflict
The record below is a design example for a fictional company. Every person, path, checksum, and date is invented for illustration. It does not describe Toone product behavior, hands-on testing, or a customer deployment.

The example keeps the handbook statement, directory statement, and routing inference distinct. Retrieval for quarter-close routing stops while the ownership field is conflicted. Once the Finance Director decides, the owner records the decision, links the accepted replacement, and retires the superseded assertion without deleting its provenance.
Treat facts, inferences, and conflicts as different records
Store the exact source-backed statement as an observed fact. If a team or agent derives a possible consequence from that fact, keep the inference separate and link it to its source record. This prevents a plausible interpretation from being retrieved later as if the source stated it directly.
When trusted sources disagree, retain both source records and mark the issue as unresolved. Pause uses that depend on the disputed value, assign a decision owner, and record a review date. The eventual decision should add a revision event and replacement link rather than delete the losing source from history.
This conflict process is a recommendation from this guide. Provenance makes the disagreement inspectable, but it does not decide which claim is true.
Update without silently overwriting history
An update should say what changed, which value preceded it, who made the change, why it changed, and which source supports the new value. The active record can point to the latest accepted assertion while its revision trail preserves earlier states. PROV-DM models revision as a kind of derivation, which offers one standards-based way to link a revision to the entity that preceded it. It does not require a particular database design.
Retirement is also a state change. PROV-DM defines invalidation as the start of an entity's destruction, cessation, or expiry. Using an equivalent event to retire a knowledge record while retaining its history is this guide's design recommendation, not a requirement from the standard. When a record expires, is superseded, or should no longer guide work, mark it retired and link its replacement where one exists.
Bound retrieval to the assigned task
Access boundaries belong in the record design, not only in the application interface. Define which role or task may read the record, which role may change it, and when that access will be reviewed or revoked. The broad recommendation follows the NIST definition of least privilege: give a person, process, or agent only the minimum access needed for an assigned task. For systems in its Controlled Unclassified Information scope, NIST SP 800-171 Rev. 3 includes controls for limiting system access to authorized users and permitted functions. This guide applies the general design principle; it does not claim that the publication governs Toone or every organizational-knowledge system.
Detailed approval authority, exception handling, and action controls belong in the separate governance policy. Binding statements about product data flows belong in the privacy documentation.
Questions to answer before a record enters routine use
Before an agent can use a record in recurring work, confirm:
- Is the statement copied accurately from an identified source?
- Is it labelled as an observed fact, inference, instruction, or decision?
- Does it have a stable identifier and a clear relationship to the entity or task it concerns?
- Is a named owner able to resolve disputes and approve updates?
- Can retrieval return the version and source used for the task?
- Are unresolved conflicts visible, with affected uses paused where necessary?
- Can the record be retired without deleting its history?
- Are read and change permissions limited to an assigned need?
If the answer to one of these questions is no, the record needs more work before it becomes dependable operating context.
Define the governance boundary next
Once the lifecycle fields are clear, decide who may approve updates, resolve conflicts, grant exceptions, and authorize agent actions. Use the AI agent governance guide to define those authority boundaries.
